Before you bid on a New York City contract.

A relevant title is a starting point. Before spending time on a response, check the original notice and documents against the questions below. This checklist helps organize that review; the issuing agency’s instructions control.

1. Confirm the opportunity is still open

Record the procurement number, issuing agency, exact deadline, and New York time. Look for extensions, corrections, cancellations, and addenda. Check again before submission. An entry in your calendar is a reminder, not proof that the deadline has stayed the same.

2. Decide whether the work fits

Read the scope before estimating a price. Note the location, contract duration, quantities, service hours, deliverables, and response times. Identify subcontracting or equipment needs. For a request for information or qualifications, confirm what the agency is asking you to submit; it may not be a priced bid.

3. Check the participation requirements

Make a list of the qualifications actually stated in the documents. These might include relevant experience, insurance, bonding, trade licenses, certifications, financial information, or registration requirements. A trade match in LibertyBid does not establish that your business qualifies. Ask the agency’s listed contact when a requirement is unclear.

4. Find meetings and question deadlines

Look for a site visit, walk-through, pre-bid conference, or deadline for written questions. Note whether attendance is mandatory and how to register. These dates may fall well before the bid deadline. LibertyBid’s main calendar tracks the stated bid deadline; it does not extract every meeting or question deadline from attached documents.

5. Identify the submission system

Follow the instructions in that specific procurement. Some opportunities use PASSPort, while others use another agency process. NYC publishes guidance for finding and responding to RFx in PASSPort. Check the current portal and agency directions instead of assuming that every opportunity uses the same workflow.

6. Build a document checklist

List each required form, signature, attachment, price schedule, acknowledgment, and file format. Separate items you already have from items that need another person or organization. Allow time for missing paperwork, questions, upload limits, and portal access issues.

7. Confirm receipt

Submit with enough time to resolve a problem. Keep the confirmation or receipt supplied by the agency’s system and a copy of exactly what you submitted. Saving a notice in LibertyBid does not submit a bid, register for a meeting, or contact the agency.
